Applicant Qualification and Responsibilities
Currently a First-Level, General (Registered) Nurse:
Hold a license in your country of education and current registration/licensure as a “first-level, general” nurse, as defined by the International Council of Nurses. A first-level nurse is called a “registered or a professional nurse” in most countries.
Meet the Educational Requirements:
Have completed a secondary school education separate from nursing education. Graduated from a government-approved, general nursing program: either 4-years Bachelor of Science in Nursing degree or 3-years Bachelor's degree (General Nursing major). Received theoretical and clinical education in each of the following areas: nursing care of the adult (which includes medical and surgical nursing); maternal/infant nursing (excluding gynecology); nursing care of children (pediatrics); psychiatric/mental health nursing (excluding neurology); and community/public health nursing.

Meet the Nurse Practice Requirements: Foreign Nurses must demonstrate that they have practiced as first-level, general (registered) nurses for a minimum of 18 months (1.5 years) after RN education.
Have understandable spoken English:
In the U.S. companies where jobs are available, time is money. Whenever a new employee is hired it is imperative that the new person has the required language skills. Because the employers are paying their managers so much to train new employees, they have limited tolerance for an foreign nurse employee who cannot understand what is being said by the managers, or who speaks to the managers and cannot be understood clearly.
Pass the required English tests
ETS: TOEFL: Paper-Based 540, Computer-Based 207; Test of Written English (TWE): 4.0; Test of Spoken English (TSE): 50; or TOEIC Service International: TOEIC: 725; plus TWE: 4.0 and TSE: 50; or IELTS: 6.5 overall with a spoken band score of 7.0.
These scores are not required for university admission. But foreign nurse students are expected to have this score in 12 months after arriving in the USA. This score is required to be a Registered Nurse in California.
Proficiency in skills claimed by the students
It is also necessary that our foreign nurse candidates have the skills needed by the employers who want to hire them. We have discovered that it is not enough for the students to state that they have experience in certain skills--rather, they must demonstrate a high degree of proficiency in those skills.
As with the need for good English skills (as explained above), there is need for new employees also to have basic business communication and computer skills so that the high level managers do not also have to spend so much time in training them for their tasks. Thus, a company that agrees to an interview with one of our foreign students may test him/her by extensive questioning during a personal interview and by use of a computer-generated test. Those who do not show high proficiency may not be hired.
